The Ministry of Ecology and Environment issued the National Standards of “Pollution Source Intensity Accounting Technical Guidelines for Electroplating”, which stipulates the basic principles, content, accounting methods and requirements of electroplating pollution source intensity accounting, applicable to the electroplating industry The source intensity calculation of the pollution source of the new (reconstruction, expansion) project and the pollution source of the existing project.

To implement the Environmental Protection Law of the People’s Republic of China, the Environmental Impact Assessment Law of the People’s Republic of China, the Air Pollution Prevention and Control Law of the People’s Republic of China, the Water Pollution Prevention and Control Law of the People’s Republic of China, and the Environmental Noise Pollution Prevention and Control Law of the People’s Republic of China. “The Law of the People’s Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes” and other laws and regulations, improve the accounting method system of fixed pollution sources, guide and standardize the accounting of electroplating pollution sources, and formulate this standard.

1. Scope of application

This standard specifies the basic principles, content, accounting methods and requirements for the calculation of the source intensity of electroplating pollution sources.

This standard is applicable to the source intensity calculation of pollution sources in new (reconstruction, expansion) projects and existing projects in the electroplating industry.

This standard is applicable to the calculation of pollution source intensity under normal operating conditions of the electroplating industry, and does not apply to the calculation of source intensity under sudden leakage, fire, explosion and other accidents.

This standard is applicable to the calculation of pollution sources of electroplating industry waste gas, waste water, noise, and solid waste including electroplating, chemical plating, and anodizing processes, as well as metal pickling and polishing. (Electrolytic polishing and chemical polishing), chemical oxidation, phosphating, passivation and other processes can be implemented with reference to this standard. The calculation of waste water, noise, and solid waste pollution sources of centralized sewage treatment plants that specialize in electroplating wastewater is also implemented with reference to this standard. , For the calculation of the source strength of the metal coating process on the steel surface in the steel rolling industry, please refer to the relevant content in HJ 885. The pollutant source intensity of the boiler that implements GV 13271 is calculated in accordance with the technical guidelines for the calculation of the pollution source intensity of the boiler.
